Add missing filters/rules to StakeholderReporter

• [ ] Allow assigning SphereOfActions either to Vendors or to TeamLeads or both.

  • [ ] Update DB (or is it covered by details?)
• [ ] TeamLead gets notifications only relating to the SphereOfAction they are assigned to
• [ ] More granular SubmissionSummaryCategories needed?
  • [ ] E.g. no need to show trade in reviews and in notifications to roles of users in a single trade - they know their trade!

Reflect on the design of how and where such rules are captured, in light of SRP; In StakeholderReporter class vs. in RoleType classes vs. in a separate new Rules class that centralises all domain rules? Discuss with mentors!
