Update xamarin android support v4 version #3

Somehow, the Library project is referencing the Android Support Library v4 version '4.19.1.0', where as the current version in the component store is '19.1.0'.

Also, the Library project is compiled using API level 14. The original viewpagerindicator's minSdkVersion is 4 btw.

That should not make any difference. You can still use it in a v4 app...

You can just update the component to the newest one, Xamarin gave it a new version last time they updated the component.
