Enable unlimited restart under Ventura

My CPU is r9 5900hx, and using the same EFI, NootedRed can be enabled in Monterey, but it cannot be enabled in Ventura. During Ventura installation, NootedRed was not enabled, and after installation, VESA mode entered the system normally. After enabling NootedRed, the code flashes and then restarts.
