Change out the power system completely

• optionally batteries and testing :D

Things that i changed:

• api
• and yeah the power system.... now depends on a switching station, not a tousand abms

Should be:

• way more stable
• way less laggy (still could be considered laggy compared to technic idk)

Current problems with batteries: i aproach math problems like a headless chicken
