Have cluster plugins placed else where #154

          In the long run we need to make it so that the clusters are parsed in from somewhere. Adding them manually to the files IN the `enzy_htp` directory/subdirectory is not sustainable or scaleable for end users.

Similar to all the configs. We want to avoid bothering users to change the source code.
