Test to compare installer contents with two Intel compiler versions

Switch to Intel oneAPI fortran + MS VC compilers. Auto build with github actiosn - Jenkins can retire soon. Release build now uses cmake. Switch to semantic version number scheme (first release to follow shortly). Add manual to cmake build system.
