User Read endpoint for linking lists to owners. #254

As a reseracher I want application users to be assignable as list owners (and the proposed solution is to create an endpoint for users I think) So that list access for private lists can be more tightly controlled in the future

Acceptance Criteria: Lists Owners can be validate properly and the necessary tests are in place

Test:
