Add docker-compose.yml to repo #290

Currently the docker-compose.yml is documented in the wiki but not part of the repo. Please add the docker-compose.yml to the repo to help streamline deploys and update it with an environment varialbe for RESOLUTION_URL.

Acceptance Criteria:

  1. docker-compose.yml in wiki added to the repo
  2. Replace the hardcoded RESOLUTION_URL in the docker-compose with an .env variable
