Installs the sphinx-autoapi package for automatically crawling and documenting the source code. Developer Setup wiki page has been updated to reflect the new command.

pip install -r requirements.txt
cd docs/
sphinx-build -b html . _build

Places the API flowchart pdfs into a version-controlled folder for linking in the future Confluence documentation.
Moves the Developer Setup wiki page into the README.md file
