Video quality on face and skin areas seems more noisy in VP8 than SVC #487

In some clips, e..g, kirkland_booth and mac_marco_stationary in
/google/data/rw/projects/webrtc/data/video/vp8_vs_svc/testFiles,
the quality seems somewhat better in skin/face areas in SVC than VP8.

This can been with encoding the VGA sequences at ~500kbps using
the webrtc settings for VP8.

The smoother quality on skin/faces from SVC seems to be overall more favorable 
from visual insepection.

It is not clear what parameter(s) can be changed/tuned to reduce the skin/face 
area noise.

We have analyzed this and found that the VP8 quality on skin areas improves if 
both the motion vector bias and denoiser are turned off locally in those areas. 
We have a CL for doing this but are still testing and investigating (e.g., the 
skin detection map and whether softening the bias/denoiser is sufficient) on 
other clips.
