Is support for nested WebVTT chapters necessary? #502

The WebVTT spec here:

http://dev.w3.org/html5/webvtt/#webvtt-file-using-only-nested-cues

implies that WebVTT cues can be nested.

As of this report, the mkv parser (part of libwebm) doesn't support nested MKV 
chapter cues.  The assumption is that when a WebM file is muxed, that WebVTT 
chapter cues are non-nested.  But this assumption might be incorrect.
