The current inDocActionItemsWebApp identifies "Action:" , then searches the attendees list for that name to assign to the action owner. If we assume that the first word after "Action:" is a name, regardless of inclusion in the attendees list, we can open the action owner up to teams, organizations, or non-attendees.
