automataCI: finalized rust compiler service #231

Since srcRUST is finalized and layer 1 AutomataCI is also solidified, we can proceed to finalize rust compiler service before moving on to other technology. Hence, let's do this.

This patch finalizes rust compiler services in automataCI/ directory.
