Fixed the CITATION.cff with General DOI by Zenodo #271

Description

Zenodo actually provides a general DOI for citing all the versions instead of using version specific ones. Hence, let's update it to use this general DOI and be done with it.

Expected Presentation

CITATION.cff uses the general DOI value and no longer causing chicken and egg problem with DOI acquisition prior publication.

Current Behavior

CITATION.cff is causing chicken-and-egg problem where DOI has to be manually managed.
