Add visualization to show expenditures over time for SLFRF #7

Add visual to show SLFRF expenditures by quarter and policy topic (or topic and subtopic depending on data coverage). This could be dollars spent or percent of total spent (or both!)

This should be in a new section on exploring SLFRF expenditures.
