Bulk upload with sharding for input/output time series #44

There are 100's of MBs of data in time series. A script is needed on the user 
computer to package and upload these time series as a zip file with a sharding 
that gets activated by user to put this into the bigtable.

vista can do this for dss files and use the echo file information to figure out 
the paths that need to be packaged and uploaded
