Stack trace dump on Windows and VirtualFreeissue #351

Tracking a bad release with VirtualFree on Windows during GreenReaper initialization. Seems fixed in earlier commit but some CI workflows on chiapos (plot_sync) were failing, apparently even after the fix. It could be that the wrong GR artifacts were included which did not have the fix yet.

This adds a stack trace dump to windows to help diagnose issues on Windows.
