Convert 'Cobenefits' field to free text+picklist #404

17-item drop down plus free text entry field to allow users to select SDGs or enter their own cobenefit.

Moving this back to high priority as this does not appear to have been completed -using 1.0.13 backend and 1.0.7 UI

@ccornick this isnt a picklist already so for me to accept this into development you need to provide the picklist values for me.
