add fuzz packages to workspace

For sooommeee reason :roll_eyes: dependabot likes to remove these from Cargo.lock. As a stop gap, this PR adds them explicitly to the workspace in hopes of making dependabot useful again. See https://github.com/Chia-Network/chia_rs/pull/762/files#diff-13ee4b2252c9e516a0547f2891aa2105c3ca71c6d7a1e682c69be97998dfc87e for example.
