CHIP-0028: Blind Signer Translation #103

This CHIP is now a Draft. It translates the wallet APIs from CHIP-0027 into a compressed BLOB for blind signers.

This CHIP is part of the new wallet signer protocol, along with CHIPs 27, 29, 30, and 31.
