In order for this to be a CHIP, it needs a full design spec and reference implementation. If you want someone else to develop it for you, please fill add a feature request by filling out this form: https://github.com/Chia-Network/chia-blockchain/discussions/new?category=ideas

Also, this idea could probably be accomplished by repurposing CHIP-8.
