Design a custom 404 page for Chicago.gov #44

For people who don't know where they're going or where they are, give them a 404 page that allows them to get back on track.

@mario-duran A quick note, I think we might want to add a min-height of 300px to the cds-hero, as is now, when it doesn't have a callout text, it will show with 200px (as in the css) my suggestion is to adjust the ..cds-hero class and add height auto + min height as below height: auto; min-height: 300px;
