Map icons are inaccessible on desktop version #177

On the desktop version of OpenGrid, the query panel is covering up the layers and distance tools that are on the right-hand side of the map. These tools are accessible on mobile.

After the CUTGroup test, I think one solution is moving these map icons (Layers & Measurements) to be with the other map icons on the left-hand side of the map.

We also saw that testers did not realize the "Advanced Search" panel was open and that it could be closed by clicking on the "Advanced Search" button. In our post-test discussion, we discussed how the design is not intuitive because the "Advanced Search" button is not highlighted. I will create a different issue for this discussion.
