Admin Configurabilty #198

Today, Chicago.opengrid.io does not have any admin functions. May need to look into making administrative features configurable. Check to see if Managed and Saved queries are tied to login flag.

Turning off of saved queries is now tied with autologin flag. There is a related issue opened for "Manage Queries" tab (Issue #260), so we can keep this open until that one is closed.
