Application: Vector Map #11

Since #4 is done, can now attempt to create a Vector Map. Will need to create a Vector Index map.

I do not think the additional layers (e.g., waterway, expressway, industrial area, etc.) are necessary, but in case we need them, they can be obtained from the portal. See @levyj if needed (but it's pretty simple).

@PriyaDoIT reached out to Claudia to get a hold of Shamika. Did she get back to you, @PriyaDoIT?

@geneorama to work with Alex from CDPH

Met with Alex last week. Putting this work on hold to work on running model #3 and investigating an R version of the model.

Lets talk about this in the next meeting. I think that we might not need to replicate the old work, I think the new predictions are essentially the "vector map". I'm not sure though, let's check.

Based on Cort's feedback, looks like this issue is very important.

@tomschenkjr I have moved the code to https://gitlab.cityofchicago.org/DataScience/wnv-vector-map/

Ok, we can continue to track issues on that repo
