McAfee filters blocking census block info #12

I'm going to import the file from another project as a workaround, but I've already spent some time today trying to figure out why this code wasn't working, troubleshooting the internal functions, then documenting the actual cause of the problem.

Also, this is going to be hard to get into a python workflow (if needed) because I can't download the raw zip file, I only have the RData file saved.

It is not necessarily blocked -- in fact, probably not. I have seen this a few times recently where slow response apparently prompted this message. It is a known problem, I think, although I don't know if there is work in progress to fix it.

Yeah, the anti-virus scanners are overloaded. Do it first-thing in the morning and will work.
