Assist CDPH to "operationalize" the predictive model

We will soon be transitioning to a phase where we need to provide predictions to CDPH and also help them use those predictions on a daily basis. Below is a high-level list of items that probably need to be completed. But please use this issue to discuss further.

[ ] Release v1.4.0 of OpenGrid to support bubble plots and static links to queries
[ ] Create a query designed to be used by CDPH's WNV team and share the link with them
[ ] Provide training to CDPH's team on using WindyGrid to see predictions

During this time, we will need feedback from CDPH on adjustments that are needed to support the operations.
