Create WNV prediction query #25

After the release of WindyGrid v1.4.0, create a query to display the most recent West Nile Virus predictions. The URL for the query can be shared with CDPH staff.

Should consider that CDPH staff also save the query so it always available under "Saved Queries".

With the discussion over in #17, we should refresh the links in WindyGrid to reflect the 39% or 40% cutoff.

@geneorama - please create the new links for the predictions reflecting this. Place the links in this issue.

I will then email everyone with the updated links, alongside instructions on how they can save the link in WindyGrid for future use. That email will also contain follow-up links related to their training last week.

Please complete ASAP as a higher priority than other issues so we can get ahead of their next spraying decisions.

I sent out a new link with the higher thresholds.

I just replied to the previous email, but should there be a distribution list for future announcements?

Also, please pay attention to the instructions in the issue. I requested the links be placed here so they could be sent with a comprehensive email post-training wrap-up.
