I thought I already fixed this, but it came up again when trying to test on the dev server.

Added a stop to open_latest_wnv_file to error out if there is no data directory.
Changed name of refresh_wnv() to refresh_wnv_file() to reflect the fact that it's actually updating the file in the data directory. The function also invisibly returns the wnv data that was just downloaded, as well as writing the file.
Updated all references to refresh_wnv()
