As a technician, I want to rate the users I've worked with. #53

Add rating system for non-technician users.

While working a bit on determining what to test for in our unit tests, I noticed that a good place in our application to allow a technician to rate a user would be within the resolution page which is generated when a tech wants to close an issue. What do you guys think?
