It is possible to create and save event with "Notifications" turned ON and not specified notification time

Preconditions The user is logged in on the admin panel https://admin-staging.mindlogger.org/

Steps to reproduce

1. Open a site https://admin-staging.mindlogger.org/
2. Click the "View users" button on any applet
3. Open general or individual calendar
4. Add a new event
5. Turn ON Notifications, but do not specify the time
6. Click "Save" to save the event
7. Click "Save" to save the schedule
8. Observe the result

Actual result It is possible to create and save event with "Notifications" turned ON and not specified notification time

Expected result There should be a warning/error after clicking "Save" on the event card
