Subscales are transferred to applet builder after selecting only part of the activity items

Steps to reproduce

1. Open a site https://admin-staging.mindlogger.org/
2. Log in: test-email_1@1com.org // 123456
3. Click "Configure an applet" => "Browse applet library"
4. Add an applet with subscales to the cart (e.g. Subscales (2))
5. Select the activity "subscale transfer": items "111", "222"
6. Click the "Add to applet builder" => "Add to new applet" => ADD
7. Proceed to subscale page for transferred activity "subscale transfer"
8. Pay attention to the screen

Actual result Subscales are transferred to applet builder after selecting only part of the activity items

Expected result Subscales aren't transferred to applet builder after selecting only part of the activity items, as per requirements:
