fix(InputPlumber): Restart InputPlumber when swithcing to desktop

• Ensures input intercept is always set to NONE instead of PASS or ALL
• Ensures a game-specific button layout isn't loaded when is desktop mode

Steam-plus and opengamepadui sessions will set the intercept mode they need when they start.
