move steamos-polkit-helpers to libexec and fix policy file #7

I now porting my setup of SteamOs Ui to ChimeraOS fork, and of the QA warning I get when creating the ebuild for gentoo, is having a folder inside /usr/bin. I don't know if other distro also have that kinda of QA testing but since libexec it use for extra bin files why don't use that folder instead.

This PR move the folder and fixes the polkit file as well.

Ok I notice that steam have hardcoded the files to that location is odd design decision but ok
