Test TypeChangingDecorator against the UnifiedBackendTest #33

The TypeCangingDecorator is widely used in CSA. It should be tested against the TransferElement specification.
To do this, a new backend (adapted/derived from ExceptionDummyBackend) needs to be created that hands out appropriately decorated accessors
