feat: a currency converter that converts local currency to usd #306

Description

this will people be able to convert the currency and be able to know the exchange rates it will use this endpoints convert local currency amount to USD. GET https://api.chimoney.io/v0.2/info/local-amount-in-usd

get exchange rates. GET https://api.chimoney.io/v0.2/info/exchange-rates
