Social Spy Issue

Describe the bug I have this bug, where if a user enabled social spy, when they have permission to. If you remove their permission to enable/disable it, if they have it enabled, they can still see the private messages.

Steps To Reproduce Steps to reproduce the behaviour:

1. Give a player permission to enable social spy. (Have them enable it)
2. Take those permissions away.
3. They can still see it.

Expected behaviour It should not let them see private messages after those permissions are gone.

Fixed in NetworkManager-v2.9.7-SNAPSHOT.jar which can be downloaded from the Discord server. The fix will also be present in the next release on spigotmc.
