libgstspeex.dll missing in latest #54

GStreamer-WinBuilds-LGPL-x86 doesn not contain libgstspeex.dll. I am also 
having trouble building it from the sources.

speex is omitted because it's crashing (it's too unstable). Once we've gotten a 
hold on it, we'll reintroduce it. Presumably there's an issue compiling it with 
gcc 4.5.0 or mixing it with MSVC (a stack alignment issue?).

We always appreciate some help getting it resolved. Please see issue #34 for 
more information.

It crashes on the VS 2008 express build as well. Will let you know if I figure 
out what's going wrong.
