libmad plugin. #56

I've compiled libmad, libid3tag and mad plugin.
I have VS2008 project, included in the GStreamer.sln solution.
Can submit patches.
However, I'd like to know the organizational details about directory structure. 

That is, where I should place the original libmad and libid3tag tarballs, 
solution files and build commands.

We need to write a small tutorial on how to add external dependencies. I'll 
write some docs in the wiki tonight with all the necessary steps.

Dependencies (mad, id3tag) have been added to the repo. (see r832). Now I just 
need to add the mad plugin...
