Installer packages are not rebuilt after changing of DLLs or libs #62

I've inserted some lines of code and rebuilt some libraries.
Then removed the installed GStreamer and run the installer again.
It appeared that the installer packages left unchanged.

I haven't noticed this issue when I've rebuilt. I'm sure to clean out all build 
directories before doing an install/release build and then I build from scratch.
