Just to clarify, the v3 here means that it is compatible with QGIS 3, which the old version by Milton Isaya unfortunately isn't. That plugin is not currently visible for installation from within QGIS either. Are you referring to updating that plugin to be compatible with QGIS 3? Seeing as the plugin has not been updated in 3 years, it seems unlikely that there are plans for it to be upgraded.

We are just on the lookout that if he chooses to update the plugin we might end up having the same plugin twice.
I will initiate the conversation and he can either allow you transfer of ownership for the plugin or you can collaborate with PR and merges

Problem
There is a plugin Land surface temperature that exists in the repo. I suggest you collaborate with the author to enhance the plugin to v3 rather than submitting a new plugin
If the author of the previous plugin does not wish to maintain the plugin we can initiate transfer of the ownership.
I can help in initiating the conversation.
