Remove unnecessary surrogate ids for composite rule forms #243

Will need to refactor the workspace schema, but might end up with some interesting simplifications there as well, as that starts looking more like a metadata interface with constants

On further reflection, it's pretty clear wrt the advantages gained by the existing id's - even on Network edges.

Closing this as "not a good idea after all"
