[1.15.x/1.16.x] Facade support for Pillar CTM type #153

The Pillar CTM type currently does not use the IFacade API to work with camo blocks or cable facade style blocks as can be seen from this screenshot (the center block is a custom block implementing the IFacade API): 2021-02-22_01 22 42

The screenshot is from MC 1.16.5 with CTM 1.1.2.6 though the code related to the Pillar CTM type is exactly the same in 1.15.2.
