Add redstone-powered glow blocks #55

Can you add blocks that have redstone glowing abilities, like the redstone lamp, but alot less ugly/steampunky?

While it might be a fun idea, This might be something for 1.13 after the world format change, as it stands now I'm not I can justify using two block ids for a full new array of colored blocks just to add the ability to turn them on and off.
