Set up basic targets pipeline #2

Includes basic setup for targets and will require splitting code into functions.

The pipeline/functions will also need to accommodate the possibility of running different versions of the model, including versions using survival priors from literature (previously called "A" versions) vs. Hoening model priors (previously called "B" versions) and potentially models with different constraints on immigration.
