Update PVA setup to work with model including summer harvest #58

PVA backbone will also need to be updated to incorporate the new model stucture. We may additionally want to add a possiblity for scenarios involving perturbation of summer harvest. May be best to only pursue this though if it looks sensitive according to the sensitivity and LTRE analyses.
