play the video and while the video is loading (I'm on a slow internet) click the Quality setting
you will see that the area is blank (there are no quality options to pick from e.g. 1080, 720 etc)
you have to wait until the video starts playing, then all the quality options will be available but for those on a slow internet it's too late, you don't want to watch a few seconds of 1080 or 2K until you can switch to 240p

If you can't reproduce it, try to artificially limit/lower your internet speed somehow...
