3D/variated Bookshelf Texture Problem

I am having an issue where a 3D and variated bookshelf texture does not always show. It's random for specific spots. Like if I break it and replace it, it's still not loading in that spot. I have tried multiple different 3D bookshelf resource packs but they all do the same thing. It's almost like there is a map of where the 3D textures load and where they do not.
