Driver 11.03: Instability in filter table when jumping to set command

Describe the bug

A simple filter table to keep the filter at constant setting:

When playing a long note with this filter, after a while the setting will not remain constant but will start to flutter.

To Reproduce Steps to reproduce the behavior:

1. Use the filter setting above
2. Play a long note

Expected behavior The filter will stay at the constant setting for as long as the note plays.
