command for converting withdrawal address, e2e tests #20

[x] add new command to generate SignedBLSToExecutionChange
[x] e2e test
[x] configure for other networks (currently hardcoded for mainnet)

Implementation from staking-deposit-cli works as follows:

takes the following parameters as input: bls_to_execution_changes_folder, chain, fork, mnemonic, mnemonic_password, validator_start_index, validator_index, bls_withdrawal_credentials, execution_address
read from input directory
validates incoming withdrawal credentials
writes SignedBLSToExecutionChange for each address in directory
